A little more info would be helpfull ( total miles on bike, miles since bars ect ) but if your are saying that this sound just started after your handlebar install your question about cable would be valid but always look in the areas of any new work. im am not the expert on these bikes but have been diong some kind of mechanic work for fourty years. Anyway unless it is super coinsedence your bevel gear would not just start whinning all of a sudden. My assumtion is you removed the shrouds aruond the headlight and mine made a terrible niose whinning/ rattling noise, just make sure all those shrouds are tight it is unbelievable wher a niose might be when you think it is somewhere else.

thanks for the info guys but to clearify the noise only happens when i let of the throttle for example when i come to a stop light i down shift then it starts happening but once i put it in nuetral n its coastng to a stop it doesnt do it only when its in gear.By the way my bike has about 14,000 miles on it and never had any issues thanks for any input

Yep, that is a classic symptom. (de-accel whine)
If it is a bearing failure and you let it go, it fills your crankcase with bits of metal and I have seen where it actually set a bike on fire due to heat build up. If nothing else, the repair gets more expensive as miles go by.
Sometimes an early symptom is clutch will start to slip.

Sorry.

Yikes! That's a little alarming. You might want to drain your oil and screen it to see if theres any metal particles in there. You could have the oil analyzed too for contaminents.
My bike has a steady whine coming from the rear wheel/final drive area when cruising at 70 MPH. Any faster or slower and the whine goes away. I figured it's just a harmonic and nothing to worry about. Your noise sounds like something different though.

thanks for everyones input just got home today n realized the noise i was reffering to in this post is actually coming from the rear of the bike on the left side. N agian it only happens when im deccelarating on the bike. the faster im going the louder it is if anyone has ever experienced this can u help me with info please (by the way i have very limited options when it comes to finding honest people to work or much less look at my bike where i live so id appreciate any help thanks everyone) sincerly joe the barber

Assuming your rear tire is not way under inflated (that can whine) you could start by checking the rear end oil level. Remove the top fill hole plug on the face of your drive unit. The oil level should be right at the bottom edge of the hole. Another posibility is the drive shaft splines need to be lubed.

thanks for the reply bill i had my friends buddy ride it today n he checked the rear oil n said it was a little "thin" he said he didnt know to much about metric bikes so i kinda didnt take him to serious cause he acted like it was no big deal. so do u think if its low or "thin" would that cause the whine. if so should i add oil? N i thank you again for the help n i apologize if im bugging any one or sound like an idiot(i really am when it comes to anything mechanical) joe the barber

Changing the drive oil is very easy to do and should be done occasionally anyhow so if there's any doubt why not just do it. You can buy a quart of 90 wt gear oil at any auto parts store, Walmart too I think. If you look at the face of the drive hub you'll see a drain plug bolt at the bottom and a fill plug bolt about halfway up at the back. Remove them both to drain out the old oil. Be sure to have a pan under it to catch it or you'll have a real mess to clean up. Re-insert the bottom plug, snip the top off the oil container spout and fill the drive thru the top hole until it starts running out and won't take any more. Re-insert the top fill plug and your done. The drive housing is aluminum and the threads can be striped so snug the plugs down real good but don't crank them down real hard.
