Owned my Vulcan for about 3 weeks I am a new rider but anyways the throttle Boggs when I go for a faster than normal acceleration but if I baby it up to speed it’s fine. also I did change the oil the cap said 10-w40 and I used non-synthetic (if that makes a difference) put 3.4 quarts looking into this issue I heard a lot about cleaning out the carburetor and cleaning the air filter just wanna make sure this is a good place to start and if that leads to no solution what should I look for next?

My '94 500 is a lot older, but I think the '07 still has a Keinin CV carburetor so it might be the same thing. It wasn't working when I bought it, so I rebuilt the carbs and it was bogging badly, as well as taking forever to start. Sent it off to carbjoy dot com to get rebuilt properly, and was told:
- it was missing the starter plunger springs (that's for the "choke")
- the carbs "were pretty clean but it is possible your idle/slow circuit (connected) had complete or partial blockage"

$300 later (plus a few weeks wait while parts got back-ordered from Japan) it works like a charm. If your choke slides out and in really easily you've probably got the first problem - mine was like that, and now it's a pain in the ass to pull it out and push it back.

OK so I checked on the choke seams fine to my standards as far as moving it but I did notice this the if I push it all the way in the motor sounds like the rpms are to low and while riding it Boggs really bad then in the middle is seam well but still Boggs a bit after like a third or a half but when I pull it out it sounds like the rpms are very high sounds like a race car preping for a race but just a bike I didn’t ride with it all the way out be cause I could tell that the rpms was to high also how does the choke work idk if it should be all in or all out or in the middle like now also I smell gas when I’m still and fumes from the muffler I’ll also up load some pics if I can

I also adjusted the gas screw on the carburetor to 3 full turns and it seemed to have helped then I did happen to look in on of my spark plug wire and the spark plug definitely needs changing and to make things worse there was a rat who like to use that spot as a toilet 🤦‍♂️The guy I bought it from didn’t seem knowledgeable with this because he thinks the bike was running right to his opinion but still for how it runs I’m just hoping that the bike doesn’t have nothing serious wrong with it haven’t heard anything thing that’s alarming and be sides the throttle bogging it rides fine

He's referring to the box that contains the air filter that feeds air into the carburetors. Running without it will cause a lean condition if the carbs are not clean and jetted properly for that lack of incoming air restriction. It sounds like you just need a good ole' fashioned carb cleaning. The symptoms you're describing match that of a lack of fuel, almost always due to crud in one or more of the jets. An ultrasonic cleaning is the best way to get a very thoroughly cleaned carb but doing it manually, taking your time and checking, double checking and triple checking that everything is completely clean, moving smoothly and assembled correctly will get it back to running like new.

That might not be the same level of restriction the carbs would see as if the stock airbox and filter were installed. In short, it's likely allowing more air, to keep the engine happy, it will need a corresponding increase in fuel. This would be done by installing a jet kit with a larger main jet and likely a different needle profile and two to four different mounting positions within the slide.
