I have had my front fender off several times, and have never considered torque spec. It's four screws, with plastic washers, that go into a threaded fender bracket! My feeling on torque is there's tight,... and there's goot'en tight!! I usually shoot for goot'en tight!! Just grab your best Phillips, and give her hell!!

You could also try some threadlocker from Loctite to be reasonably sure that they won't vibrate out of their sockets.

I went good and tight last time and ended up with cracks in the fender all around the bolts. There is such a thing as too tight. That's what I want to avoid. That mistake cost me $250.
