you have new bars with nothing on them so maybe just buy new grips that will come with bar ends included, that way you won't need to reuse the old grips or reuse the endcaps on the old bars, just buy new grips

I had the same on mine. I think they’re just a spacer. Leave a inch between the inside of the grip and the bar end so they don’t rub, you don’t need to add that plug to the new bars
