My old snowmobiles had a similiar pre-load spring adjust.
I had these for that back then.
Just had to readjust 1 of them to get some "swing room"

You CAN use a pair of channel locks or a similar tool. Mine didn't come with a toolkit either. Guess the PO put it in his garage and wasn't kind enough to put it back on the bike when he traded it in!

Wifes bike has a toolkit (was bought new), but it's pre-load tool is a weeeeee bit smaller.

Guessing it's much easier to get the adjuster to rotate if you can elevate the rear of the bike? Like with my poor man's jack?

yes it is. any weight you can take off the rear of the bike will make it easier to move. I have adjusted them with them on the ground but hey, why work harder when you can work smarter. :D
