I would like to put some new pipes on my 09 Vulcan 900. I've been told if I do not do anything to the air filter I do not need a Power Commander because I do not need to do any remapping. I was also told I need a Power Commander to change the mapping. I figured I'd ask the people who know so,,, which is it???? Remapping or not?????

if u got the money get the power commander will run better then when u get the filter u already got it cause they have maps with stock filter and pipes

Conventional wisdom is this:
Aftermarket pipes, no power commander needed.
Aftermarket pipes + air intake, power commander (or similar product) needed.
Remapping is needed to adjust fuel, when more air is allowed in, generally speaking more fuel needs to be added. Some do pipes and air and keep a keen eye on the condition of their spark plugs. You can determine a lean condition by visually checking your plugs. Running too lean is a bad thing
Hope this helps, basically, most that install aftermarket pipes don't install a power commander.
