I would simply remove and spray that part with good black paint. I haven't tried something like Rustoleum on plastic but on other items which are exposed to our often blustery weather with lot of rain it holds up very well.
I ordered a new one for 8 bucks. That’s about the cost of a can of quality spray paint lol. I will however keep the old one and do a little research on what paint would work the best. Maybe I can change the color and make it an accent piece.
