Would anyone know the difference between a California tank and a 49 state tank??

Just wonder why the Ca. tank is less expensive, and can I use in on my non Ca. bike?

I'm thinking it has something to do with emissions and smog. I think there's a different filter as well.

But if thats it, then it should work no problem. But I am sure there is probably more to it.
