I have read about 3 possible causes of cupping on a bike tire.
1. Cornering too hard (consistently)
2. Braking too hard (consistently)
3. Tire being under inflated
4. I'm adding this one, tire being out of balance, but you would feel this one
Depending on how bad it is, you might have to replace it, because of a loss in traction.

Years ago I had a set of Metzeler ME880 on a bike and I cupped the front after about 3k miles. Never bought another set. I installed a set of Shinko 230 tires after a recommendation from another rider and they wore much better.

Bought my bike with Michelin Commander IIs, I've had no cupping issues at all, and I love these tires. However, I have a classic, not a custom, so ...

In addition to the main causes listed above... The bike is going on 13 years old. Have you ever changed the front fork oil?
Changing it might help if it is original.
