Air pressure rear shock

Hello, in the manual, they say that we must put between "atmospheric pressure" and around 40 psi at most. What if I don't put in any air at all ? Is this bad for the shock absorber ? I always drive alone on my bike.

Thank's !

Ps; I drive a Vaquero :)
I weigh 300 lbs and on my Vulcan 1500 i find 25 PSI and a setting of 2 works great for me . I cranked it up to 40psi and a on a large bump the bike would attempt to eject me over the handlebars and atmospheric pressure is not a factor in your calculation.
