Are these zip ties safe to remove?

So I bought my bike a week ago, and there are some zip ties that to me, appear to be only holding onto the windshield. I'm not sure why.

Here's some pics of the zip ties:





Also the housing? (piece that covers the fork and blinker) is loose on this side of the bike, but not on the other side. Should that bother me? Is there a way to tighten it? The bike runs smooth but I noticed it was loose while inspecting the zip ties.

The bike is a 1996 Kawasaki Vulcan 800 B Classic

Looks like the previous owner did some work on the bike that he probably wasn't qualified to do. It may be a good idea to have a qualified mechanic take a quick look at the bike and do a safety inspection just to make sure everything is good.

Are the zip ties the only thing holding the windshield on? If so I would remove it you don't want a windshield hitting you in the face at 80 mph

Yep, you for sure want the windshield held on by screws/bolts, NOT zip ties.

Where are the bolts located? I see 2 bolts but it looks like it just slides onto them instead of being bolted in place.

I figured it out I think. It looks like it's missing one of 3 bolts. I bought a new set online. Hopefully that is the only problem with them.

Now does anyone know how to tighten the housing piece or would I just have to replace that as well?
