Chain adjustment weight on or off

So I think it's time to adjust my chain tension after a couple a thousand miles on new sprockets and chain. I can't remember how I did it last tin so I read the manual and a ton of posts on the subject. Some say check the vertical play in the chain with the riders weight on the bike others say check it unloaded. Which one is it ?

Weight off to allow the wheel tighter or looser. With weight the adjustments won't move. Then weight on to check the chain tension with the load.

set a 50 lbs bag of potatoes or carrots on the seat with bike on side-stand, use one finger on bottom return-run of chain in the middle push up and eyeball distance from no finger to finger tension, note the acceptable service manual reference for slack adjustment, I think it you can push the middle of the chain upwards more than 2 inches you're too loose
