Rocker covers

So I had my 01 classic stall out while the wife and I were going for a ride and had coolant dump and the engine flooded due to sticky butterfly in the carb, during my diagnostic I was attempting to check the spark plug and couldn't reach it by finger, so I attempted to take the rocker cover off. After I started reassembling the bike I had a bolt for the rocker box break on me, are they for show or are they functional? I am trying to see if it would be worth still riding with one of the three bolts busted or if I should replace this bolt before taking it back to the streets.
