V&H Baffles

For some reason our Voyager with V&H pipes is louder than my brothers Vaquero with V&H so I thought maybe the insulation was burned out.
Only one spot of insulation was missing, about 2" on one side of the pipe.

I have not worked with a baffle that has the screen around the perforated tube, if I remove the screen and wrap the packing directly around the tube will it quiet them down a little? Is stove rope better? The old trick of washers or plates?

The end of the baffle where it screws to the pipe is 3.85", but I have not found a replacement that will bolt in.
