Oil behind air filter

I simply took the air filter off my VN900B and then pulled the air filter assy off.

I noticed a small amount of oil at the bottom of the housing that the air filter fits into; is this normal?

Yes its normal. there is a rubber gasket that you will want to make sure is still in properly so no oil will drip out after you put it back together. the oil comes from the crank case breather.
