Changing fork oil question on levels Mean streak

Hi I have my Right fork off , spring etc out and i drained the oil.
The online manual gives conflicting info.. at 13-6, it says shock Fully compressed, without fork spring, "below from inner tube top"? 142 MM which i assume means to measure at the top of the inner tube to the oil which makes more sense to get a really accurate reading , and on 13-10 it says measure from the top of the outer tube to the oil.

Which is the right way to measure??
PS I have Measured from the inner tube to the oil level 142 MM and the amount of oil was approx what I took out .
