Replacement Pieces for the Rear Seat on my 2000

Hey guys I want to remove the rear seat on my 2000 and replace it with a fender bib or a small rack. I cannot find either piece on the internet from any retailer, ebay, amazon, etc. I don't know if there is any way to retrofit a bib or bracket from another vulcan bike but any advice would be greatly appreciated. I've seen pictures of custom racks but could not see anything explaining how they made it work plus I do not have any connections to get something like that fabricated. Let me know what you guys think!

I know it use to be a somewhat "open" group. But we kept getting retards coming in doing nothing but starting trouble.
