Passenger seat

I was at the childrens hospital toy run in Denver Colorado,
there was an older vulcan that had a custom passenger seat. It seamed to float above the rear tire, it looked like it attached to the riders seat. I never saw a mounting like this before. does anyone know the name of this style of mounting a pea pad?
