I believe that your '03 classic has a mechanical driven speedometer. There is a flex cable that connects to a gear drive on the front wheel axel. Normal problem would be a broken drive cable. To check this you will need to remove the speedometer cowl assembly, disconnect the cable from the rear of the speedometer, and you will be able to pull the drive cable out for inspection.
Thanks Bandit. I'll give that a shot. I will say I've enjoyed the "free miles" since the odometer is stuck.
