Would a bad stator show low voltage at the starter when the battery is at full charge ? I also have no headlight when the ignition is on. When I press the start button , my meter shows 4.0 volts at the starter. Please help
Hopefully @sfair will chime,master at figuring these problems,Doesn't sound like the stator ,but couple members here Really know their sh,,,
You prob have to get a meter and run some tests to track this down

I know you said it is a new battery, but new batteries are not always good batteries. First step is to load test it. Then if it is good, the starter is drawing way too much amperage to knock the voltage that low. Are you sure the engine will turn? If it is locked up, that could cause excessive starter draw.
The headlight doesn't come on until the engine starts. The stator has nothing to do with the starting circuit, only the charging circuit.
1. Key on - no headlight.
2. Push start button - no headlight.
3. Engine starts - headlight.
4. Engine does not start - headlight may or may not be on.
5. Repush start button, if headlight was on, it should go out until engine starts.
