That sucks! I assume you reported it of course? Good luck getting some new plates! I've never really thought about it; but I wonder how you could actually, effectively, lock plates onto a bike? Security screws are useless because you'll have a nut on the back.
Apparently the theft was either a prank, or someone stole the plate so they could install it on another bike which either didn't have a valid registration or wants to use the bike for some nefarious purpose and make it difficult for LEOs to determine who owns it. I use theft-resistant screws to attach the plate to the holder but it hadn't occurred to me that someone would steal the holder as well although removing it when it has OEM attachment screws/bolts isn't difficult.
On every bike I've owned, the nuts (wingnut or otherwise) is right out in the open. So a security screw wouldn't work because you could just undo the nut in the back.

Well like Hot Cruiser said some one needed a tag. That's why I try to park close up to buildings and back in when possible. But if they want it, they will get it.
Use SS pan head screws, loctite permanent on the threads, after letting loctite harden, grind the screw head flat. Grind in short intervals to not build up heat (loctite melts under high heat). You will need to grind the screw head off to remove the plate.
